Overview

We are looking for a high performing candidate to fill a position supporting the National Nuclear Security Administration (NNSA). The candidate will be working closely with individuals supporting the Planning, Programming, Budgeting, and Execution (PPBE) process. The work performed is extensive in scope and requires an experienced individual with demonstrated cost and budget analysis expertise, the ability to work in a highly dynamic environment, and interface with broad range of federal and military senior staff and leadership.

This is a full-time contractor-support position located in the National Capital Region.

 

Requires an active DOE Q and/or DoD TS clearance.

Responsibilities

  • Clearly and concisely provide accurate and timely budget analyses and information to support data collection and systems development activities within the PPBE process.
  • Serve as subject matter expert by preparing complex crosswalks between budget and execution data over several budget fiscal years, including the development of complex spreadsheets and briefings. Advise on recommending methods for meeting requirements associated with future fiscal year data collection or budgeting activities.
  • Advise staff to ensure project plans and solutions are proceeding on schedule, and project deliverables conform to requirements and quality control standards.
  • Track and maintain records on status of portfolio and budget changes, including code changes and cost mappings, compare budget information to collected execution data and suggest corrective action.
  • Advise in methods for meeting requirements associated with current and future fiscal year data collection and systems development and assist in developing consistent methods and approaches for use by Federal and contractor support staff members.
  • Prepare implementation plans, status reports, and reports to Congress, and similar documents.
  • Analyze, report results, and track changes to the budget and reporting codes and how those changes may affect future fiscal year data collection efforts.
  • Provide inputs to monthly and other periodic reporting requirements, including reviews, and coordinate NNSA site meetings associated with project deliverables.

Qualifications

  • Bachelor’s degree in business, finance, accounting, or related field. MBA or Master’s degree in a related field from an accredited university desired.
  • Minimum of 8 years (or 10 and Master’s degree) of related program/budget analysis experience required some of which must be demonstrated to be in budgeting, including at a minimum such functions as cost and budget analysis.
  • Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint and MS Excel).
  • Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management required.
  • Experience with the NNSA PPBE process and nuclear weapon system experience desired.
  • Knowledge of Oracle systems such as Oracle Business Intelligence and database systems is strongly desired
