This position is located in Arlington, VA.

Responsibilities

  • Independently review and negotiate non-disclosure agreements, teaming agreements and customer contracts, including prime contract/RFP flow downs in support of task order proposal competitions
  • Review task order solicitations and prepare responses for proposals, bids, and contract modifications. Lead during the coordination, preparation, and submission of proposal to include the development and compilation of pricing and cost narrative elements of proposals.
  • Develop negotiation plans and negotiate prime contracts including price, terms and conditions, and other contractual provisions in accordance with applicable policies, procedures, regulations, and laws.
  • Support senior leadership in strategic initiatives to grow contract vehicle base
  • Lead initiatives to identify and secure useful and usable contract vehicles
  • Lead initiatives to become preferred supplier on select supplier/vendor networks
  • Conduct contract kick-off meetings when required between internal functional groups (i.e. PM, Finance, Contracts, etc.) and provide oversight and resolve issues and where necessary, mitigate risks
  • Administer broad range of contract types to include firm fixed price, cost reimbursement, and time and material contracts.
  • Advise and support Project Managers in monitoring contract performance to ensure cost and technical objectives are met and recommend appropriate solutions to resolve issues.
  • Interact with internal functional support personnel (i.e. Project Leads, Proposal Managers, and Accounting) to ensure smooth project and program management.
  • Serve as point of contact and company representative with the Contracting Officer during all phases of a contract.
  • Exercise significant use of good judgment within defined procedures.

Qualifications

  • Bachelor's degree (or equivalent related experience) and 5-10 years of directly related experience.
  • Experience using Unanet is a strong plus
  • Strong organizational and communication skills, the ability to perform effectively within aggressive deadlines.
  • Ability to prioritize and work with minimum supervision and be persistent in follow-through.
  • Experience utilizing federal procurement practices
  • Strong working knowledge of standard contractual terms and regulations, including FAR, DFARs, and ITAR.
  • Experience with interpreting contract regulations, laws, policies, and procedures.
  • Individual must be adept using the Microsoft Office Suite.
  • Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast paced environment.
  • Must have excellent written and verbal communication skills, and be able to adapt to changing work efforts and manage shifting priorities.
  • Must be able to develop and maintain professional relationships with peers, suppliers and customers, and contribute to a professional work environment by demonstrating integrity, teamwork and a positive attitude.
